Caroline Palmer, JD, MPH, is the interim Violence Prevention Programs Unit Supervisor in Minnesota Department of Health (MDH) Injury and Violence Prevention Section. In this role, she oversees the state’s multi-sector prevention response to sexual violence and human trafficking/exploitation (sex and labor). Prior to this role she was the statewide Safe Harbor Director at MDH, focused on the sexual exploitation of youth through age 24. Before joining MDH, Caroline served as the Public and Legal Affairs Manager at the Minnesota Coalition Against Sexual Assault for over a decade. Previous work experience also includes Pro Bono Development Director at the Minnesota State Bar Association and Staff Attorney at the Minnesota AIDS Project. Caroline serves on the Conviction Review Unit Advisory Board for the Minnesota Attorney General’s Office and the Gaagige-Mikwendaagoziwag Reward Account Advisory Group for the Missing and Murdered Indigenous Relatives Office. She is a Bloomberg American Health Initiative Alumni Fellow in the Violence cohort at the Johns Hopkins Bloomberg School of Public Health. Caroline received a 2018 Distinguished Service Award from the Minnesota Department of Public Safety Office of Justice Programs and is a 2023 Distinguished Alumni Award recipient from the Mitchell Hamline School of Law.
