Devin Morgan, a Baltimore, MD native, has over 18 years of federal government service in deception detection. She has held a Top Secret/Sensitive Compartmented Information clearance with the Department of Defense, leading teams and critical initiatives. Committed to uncovering the truth, she has built her career on protecting the innocent and supporting justice through strong analytical, strategic, and leadership skills.
Currently, Devin serves as Team Chief in the Freedom of Information Act (FOIA)/Privacy Act (PA) Office, where she oversees case officers and ensures requests are processed within federally mandated timelines and are legally defensible. She balances transparency with the protection of classified and sensitive information and has led workforce engagement initiatives that improved FOIA/PA processes—efforts now adopted across multiple organizations.
Devin is also the co-founder and CEO of Reliant Polygraph Services (RPS), a company focused on modernizing the polygraph experience and educating communities on its value and career pathways. She holds a Master of Science in Organizational Leadership from Johns Hopkins University, a Master of Arts in Sociology from Howard University, and a Bachelor’s degree in Sociology and Psychology from McDaniel College. She serves as Director of the Maryland Polygraph Association and lives in Baltimore with her husband and five children.
