Increasing Access to Healthcare in Maryland

Maryland is home to approximately 6.2 million residents. Currently in Maryland, an estimated 6.1% of the population is uninsured and with the formal end of the COVID-19 public health emergency, many people across the country will lose healthcare coverage, potentially increasing the number of uninsured Maryland residents. Join us for a conversation on how the Maryland Health Benefit Exchange works with communities and businesses across the state to ensure residents are informed about their healthcare options and minimizes confusion or hurdles to obtaining coverage.

ABOUT Johanna Fabian-Marks

Johanna Fabian-Marks is the director of policy and plan management for the Maryland Health Benefit Exchange. She brings extensive health policy experience to her role, including chief of staff at the Pennsylvania Department of Human Services, director of health and life insurance rates and forms at the Pennsylvania Insurance Department, and in a number of roles working on the rollout of the Affordable Care Act at the Centers for Medicare and Medicaid Services.

ABOUT John-Pierre Cardenas

John-Pierre Cardenas is an innovative strategist with expertise in public policy development, stakeholder engagement, public speaking, communication, and coalition building. Cardenas served as the director of policy and plan management at the Maryland Health Benefits Exchange, where he was the primary author of Maryland’s State Innovation Waiver to establish the State Reinsurance Program. Cardenas shaped important health coverage legislation in Maryland including the Maryland Easy Enrollment Health Insurance Program, a first-in-the-nation Young Adult Subsidy Program, and the Abortion Care Access Act. Cardenas managed agency relationships with state/federal legislators and regulatory agencies and oversaw the implementation/administration of the State Reinsurance Program.

He currently resides in Los Angeles, California. He provides health policy advisory services to government and advocacy/nonprofit organizations under JP Consulting, LLC.
