Course Description: This course will analyze the importance of taking a holistic and strategic approach to foreign policy objectives by assessing the U.S., Ukrainian, and Russian responses to Russia’s invasion of Ukraine through the diplomatic, information, military, and economic (DIME) levers of power. 

Students will learn about the DIME construct and similar whole-of-government approaches to foreign policy and national security decision-making, then analyze the efficacy of the countries’ responses through the lens of this approach. This course will explore each leg or lever individually through a mix of theoretical reading on how the instrument of power is meant to work, a review of how it worked in the countries’ responses, and a case study on one particular line of effort within each of the four levers.

If a course is canceled or closed, the registrant is notified immediately, and a full refund is processed automatically unless another course is requested. Attach any documentation to support your request (e.g., medical documentation, family crisis documentation, etc.). 

100% refund- Prior to the start of the course. 

50% refund- During the first week of the course. 

No refunds will be given after the first week of each course unless in exceptional cases. 

Please note, refunds apply only to the tuition portion of an Odyssey participant’s charges and are not applicable to any fees or gifts made to the Johns Hopkins Alumni Association. Registrants will be notified by email if a refund is approved within (5) business days. 

ABOUT Ann Marie Dailey

Ann Marie Dailey is a policy researcher at RAND and a nonresident senior fellow at the Transatlantic Security Initiative of the Atlantic Council’s Scowcroft Center for Strategy and Security. She is a former Senior Advisor on International Security Affairs, Senior Advisor on Russia Strategy, and Ukraine and Russia Desk officer in the Office of the Under Secretary of Defense for Policy. She is a geopolitical strategist with deep expertise in Europe, Eurasia, and energy and climate resilience with two decades of study and experience in the public and private sectors. She has a master’s degree in international economics from the Johns Hopkins School of Advanced International Studies and a bachelor’s degree in political science, international studies, and Russian and Eurasian studies from the University of Illinois. Dailey is also an engineer captain in the US Army Reserve.
