The SAIS New York Alumni Club invites the Johns Hopkins community to join their next event - Understanding Hard Power: Unpacking the U.S. Administration's Policies Toward Venezuela, Cuba and Latin America - a conversation with SAIS alumni Luisa Palacios PhD'02, Adjunct Senior Research Scholar, Center on Global Energy Policy, Columbia University, moderated by Elizabeth Madigan Jost B'97, '98, Managing Director, Chief Operating Officer of Firm Risk Management, Morgan Stanley and Vice Chair of SAIS Board of Advisors.

After the discussion, guests are invited to participate in a moderated Q&A. 

This event is open to Johns Hopkins alumni and invited guests only. Whether you are a specialist in this topic or interested in learning something new, you are welcome and encouraged to engage in the conversation. Space is limited and walk-ins will not be permitted. Please RSVP by COB Thursday, April 15, indicate your graduation year in the registration form, and bring a government-issued ID for entry.

Speaker Bios

Dr. Luisa Palacios is an Adjunct Senior Research Scholar at Columbia University’s Center on Global Energy Policy (CGEP), where she also served as Acting Senior Research Director. She is also an Adjunct Professor at Columbia University’s School of International and Public Affairs (SIPA). She joined CGEP after serving as the first Chairwoman of Houston-based Citgo Petroleum Corporation, as well as President of Citgo Holding and PDV Holding.

Prior to Citgo, Ms. Palacios was a Senior Managing Director and a member of the management committee at Medley Global Advisors. Earlier in her career, she worked at Barclays Capital as a Director in the emerging markets research department in New York, and as an Economist in the risk department at Société Générale in Paris. She also served as a Senior Economist at the Japan Bank for International Cooperation and as a Consultant in the Office of the Chief Economist for Latin America at the World Bank in Washington, D.C.

Ms. Palacios has a bachelor’s degree from Universidad Católica Andrés Bello (Caracas, Venezuela), holds a master’s degree in international affairs from Columbia University’s School of International and Public Affairs, and earned a Ph.D. in international affairs from The Johns Hopkins University School of Advanced International Studies (SAIS). She serves on the Faculty Advisory Board of Columbia University’s Santiago Global Center, is a member of the Editorial Board of Americas Quarterly, and is a permanent member of the Council on Foreign Relations. Ms. Palacios is also on the Advisory Board of Flying Rivers, A Latin American private equity fund.

Elizabeth Madigan Jost joined the Morgan Stanley PWM Latin America team in 1998 after graduating from SAIS Johns Hopkins with a concentration in Latin American Studies and International Economics.  In 2002 she joined the Firm’s Risk Management Division as a sovereign credit analyst for the region.  She was Head of Credit for Latin America from 2007–2011 and served as the Chief Risk Officer for Latin America from 2011-2014.  In 2012 she was also named Global Head of Country Risk a position she held alongside the CRO role until transitioning to the Fixed Income Division as Head of Emerging Markets Business Development and Strategy in May of 2014.  In June of 2015 she became the Chief Operating Officer for the Firm’s Latin America businesses, the role she holds today. Elizabeth serves on the SAIS Johns Hopkins Board of Advisors, is an Executive Committee member of SAIS Women Lead and was a Johns Hopkins Leadership Fellow (Class of 2017).  She also serves on the Board of National Sawdust and is a member of the Metropolitan Museum of Art’s Visiting Committee for the Ancient Near Eastern Art Department.  She graduated with a BA in Philosophy from SUNY Albany where she was elected Phi Beta Kappa.  She is married with three children.
